Position: Director of Health Enrollment Programs

Hours: Exempt, Full-time 40 hours per week

QUALIFICATIONS

  1. Bachelor’s Degree in Health or Human Services field and 3 years of experience in program administration or an equivalent combination of education and experience.

  2. Strong interpersonal, communication and supervisory skills.

  3. Excellent organization, writing and computer skills.

  4. Ability to effectively interact with, and work with individuals from diverse backgrounds.

  5. Ability to multi-task and work effectively in both a team and individual setting, and manage a complex workload in varied work environments.

  6. Knowledge of public health insurance programs preferred.

  7. Strong commitment to the integration of people with disabilities into all aspects of community life

  8. Valid Driver’s License and a reliable vehicle.

  9. Bi-lingual proficiency preferred.

RESPONSIBILITIES

  1. Direct and oversee STIC’s IPA/Navigator and Aged, Blind and Disabled (ABD) Facilitated Enrollment Contracts in accordance with applicable rules, laws and regulations including developing and updating policies and procedures.

  2. Recruit, interview, train, schedule, supervise and evaluate the performance of STIC’s IPA/Navigator Program and Facilitated Enrollment staff, ensuring compliance with DOH, CSS (when applicable) and STIC requirements.

  3. Ensure all STIC staff providing IPA/Navigator and/or ABD Facilitated Enrollment services are formally trained and certified in their roles as required by the respective contractor.

  4. Develop and implement a strategic plan for reaching the uninsured residents in the grant area and providing them education and in-person enrollment assistance through the NYSOH Marketplace or utilizing the Access NY Health Care and Medicare Savings Program applications, if applicable.

  5. Track both qualitative and quantitative data regarding lead agency and subcontractor (if applicable) activities throughout the grant area in terms enrollment and education.

  6. Aggregate and analyze qualitative and quantitative data in order to assess progress towards program goals and to improve upon performance whenever necessary or possible.

  7. Monitor the activities and performance of IPA/Navigator sub-contractors to ensure satisfactory productivity levels, quality service and compliance with DOH and STIC requirements.

  8. Provide ongoing development for STIC and subcontractor teams (if applicable) in subject areas that will enhance the quality of the service and productivity.

  9. Stay abreast of changes and maintain expertise in the NYSOH Marketplace rules, application procedures, and relevant guidelines and disseminate information regarding such changes to lead agency navigators and subcontractors.

  10. Stay abreast of changes and maintain expertise in Medicaid and Medicare rules, application procedures, and relevant guidelines and disseminate information regarding such changes to STIC Navigators/Facilitated Enrollers.

  11. Interface with the NYSDOH in order to assure a proper flow of pertinent information between the grant agency, subcontractors and the NYSDOH.

  12. Interface with the Community Service Society of NY (CSS) in order to assure a proper flow of pertinent information between STIC and CSS.

  13. Provide information and assistance to small businesses that provide health insurance through the SHOP.

  14. Conduct public education activities to raise awareness about the Health Benefits Exchange including outreach to small businesses, agencies/organizations, etc.

  15. Build relationships with community based organizations to elicit referrals of uninsured members of the communities they serve.

  16. Provide information in a fair and impartial manner which is culturally and linguistically appropriate, and disability accessible, for populations served under the exchange, including those with limited English proficiency.

  17. Assist potential enrollees with grievances, complaints or questions regarding their health coverage or a determination related to their coverage.

  18. Travel within multiple county service area covered by STIC, as well as subcontractor counties and Albany as needed.

  19. Work a flexible schedule that includes early mornings, evenings and weekends.

  20. Attend all mandatory STIC and contractor trainings, meetings, in-house sign language class and advocacy groups.
